Post-16 Vocational Qualifications Action Plan
Today, Qualifications Wales has published its Post‑16 Vocational Qualifications Action Plan for 2026–2028, setting out how it will work with partners to secure a strong, sustainable vocational qualifications offer in Wales.
The action plan outlines our strategic priorities for supporting high‑quality vocational qualifications for learners aged 16 to 19, including apprentices, during a period of significant change across the UK qualifications landscape.
Vocational qualifications play a vital role in supporting progression into employment, further learning, and apprenticeships. However, qualification reforms in England, may impact the availability of qualifications in Wales. This action plan sets out how we will address these challenges by providing short-term stability while shaping a future offer that meets Wales' needs.
Action plan 2026-2028
Drawing on stakeholder feedback and developments in post-16 education policy in England, we’ve identified four actions that we will prioritise during the next two years:
- Providing robust, evidence‑based advice to Welsh Government to inform future post‑16 vocational education and training policy.
- Working closely with awarding bodies to secure the continued availability of qualifications for learners and providers.
- Scoping the potential for a flexible post‑16 skills suite for Wales.
- Mapping the availability of adult and community learning qualifications to identify gaps and inform future planning.
The action plan has been shaped by extensive engagement with further education colleges, work‑based learning providers, employers, sector bodies and other stakeholders across Wales.
