Variation to the Determination to Restrict Priority Qualifications
Further to a proposal we made in 2025, we are varying the current Determination to Restrict priority qualifications in Sub-Sector Subject Area 5.2 (“Building and construction”)
In November 2025, we contacted all regulated awarding bodies in Wales, and other stakeholders who may have been reasonably expected to have an interest, to propose a Variation to the Determination to Restrict which applies to priority qualifications sub-sector subject area 5.2. We proposed this variation to enable the development of new qualifications for work-based learners that could support the introduction of a new foundation construction apprenticeship by Welsh Government and Medr.
We reviewed and fully considered the responses we received to this proposal, and are confirming that we are implementing the proposed Variation.
We have now published the Variation to the Determination to Restrict.
On 11 February 2026, we issued a statement on the new apprenticeship courses in construction to be introduced in Wales.
