Access arrangements for GCSE, AS and A level: 2022 to 2023 academic year
An annual release that presents data on the number of access arrangements in Wales approved for GCSE, AS and A level qualifications.

We have withdrawn these official statistics because we believe it is likely that they have overstated the number of approved access arrangements in Wales.
On 17 July 2025, Ofqual published information of analysis completed on more detailed access arrangements data. The analysis highlighted that the official statistics on access arrangements published by Ofqual had overstated the number of approved access arrangements in place for the exam cohort in each year. Based on this analysis, Ofqual made the decision to withdraw the published official statistics for England. The access arrangements statistics that we published for Wales used the same underlying dataset as the statistics published by Ofqual for England. This data was provided to us by awarding bodies. We therefore think it is reasonable to assume that the limitations identified by Ofqual’s analysis also apply to the data provided to us for Wales. We will be working with Ofqual and awarding bodies to look into the options available to us to collect more accurate data and produce more robust statistics for Wales. While we carry out this work, we are withdrawing the previously published statistics.
This issue does not affect the figures relating to modified papers, which are based on a different data source. We will republish these statistics in due course.
