AS and A levels in Cymraeg Decisions Report

Publication of consultation decisions on new AS and A levels in Cymraeg language and literature and Core Cymraeg

In June this year, we published our consultation on design proposals for new AS and A levels in Cymraeg language and literature (for learners who have been educated in Category 2 and 3 schools) and Core Cymraeg (for learners who have been educated in Category 1 schools).

The consultation was live from 17 June to 12 September 2025 and followed a period of extensive engagement with the education sector, including teachers, lecturers and learners. We also implemented a wide-ranging communications and engagement plan which ensured we received further views on our proposals. We are grateful to all those who contributed to the work that helped to shape the design proposals we put forward, and who have taken the time to respond to this important consultation.

This report summarises our findings and outlines the consultation decisions on new AS and A levels in Cymraeg and Core Cymraeg. We also explain the reasons behind our decisions and how we will put them into action.

These new qualifications will be introduced in readiness for first teaching from September 2027. This will ensure that the first cohort of learners to take the new national 14-16 GCSEs in Cymraeg language and literature and Core Cymraeg can progress to the new AS and A levels as they make their post-16 qualification choices.
